The lack of comprehensive international law has affected responses to many international disasters. Supplies have not reached their destination, aid workers have been kept for rendering assistance to victims, needless suffering and deaths have occurred because of inadequate laws. Individuals pay the price. Clearly, change is needed.
 
Find an example from the popular press wherein the response to an international disaster was hampered causing preventable harms to either people or property. Did the lack of an adequate response lead to conflict? Did the state change its laws as a result? Would the guidelines proposed under the IDRL have made a difference had they been in place?
