ISIS’ sudden rise and expansion in 2014 had perplexed many. It had humiliated its enemies, was armed with extensive weaponry, boasted an international fighting force and was adept in the art of digital media propaganda. ISIS became the de facto authority across the region. The United States Central Command is reviewing the lessons learned from Operation Inherent Resolve and its air campaign to support Coalition advisors, Special Forces, Iraqi ground forces and opposition groups in Iraq and Syria. The supported military strategy was to degrade ISIS forces from the air, and support Iraqi operations on the ground. The U.S. and coalition air campaign had a punishing effect on ISIS. In the Coalition air war against ISIS —airstrikes were based on information relayed from airborne intelligence, surveillance and reconnaissance aircraft, both manned and unmanned, as well as from foreign ground forces such as the Iraqi Security Forces and the Kurdish Peshmerga. In this context, assess the U.S. notional intelligence collection strategy and plan that effectively supported military operations against ISIS. It should reflect actual events and the conditions at the time of writing.
